The TNI struggle crushes the corona pandemic

GET FOCUS – The sound of the sea ripple slapping the concrete pier building in Terminal 2 of the Jakarta International Container Terminal or JICT, Tanjung Priok Port, North Jakarta, broke out. Four dark-colored sea rider speed boats seem to lean on the edge of the pier.

On the front of the speed boat’s steering wheel, a blue sticker said “Marine Security Patrol Unit of the Indonesian Navy Patrol Unit”. Some people dressed in green camouflage typical of the army were on standby in the ten-meter long sea rider. On the other side of the pier, covering an area of ​​almost one hectare, several large vehicles were parked, such as a blue tourism bus and a truck bearing the TNI. Two large white tents were also held not far from where the sea rider was leaning on.

An hour later, the four sea riders began to move away from the dock. The people in military uniforms who were originally inside were now dressed. All wore special hazardous materials (hazmat) clothing with headgear and masks. All matching color, whitening. At first glance, they are similar to the medical officers at the hospital.

Monday morning on June 15, 2020, the crew of sea uniform riders became part of the personnel involved for the evacuation of 324 Indonesian citizens (WNI) crew members (ABK) in MV Costa Mediterranea, a 300-meter-long Italian-flagged yacht. The 324 Shipmen (ABK) Indonesian Citizens (WNI) are part of the repatriation of tens of thousands of Indonesian citizens from various parts of the world due to the impact of the Covid-19 pandemic.

The involvement of military personnel from the Navy Base III is part of the commitment of the Indonesian National Army (TNI) to assist the government in handling the coronavirus. And the activities of the TNI soldiers assisting the process of evacuating Indonesian crews of Indonesian cruises during the Covid-19 pandemic were not the first time. Noted, there have been 13 evacuations of about 3,500 Indonesians working as crew members on world cruises conducted by TNI soldiers.

Most of the repatriation process, cruise ships deliver their Indonesian crews to be evacuated from around Jakarta Bay, or a distance of 3-4 miles from JICT Terminal 2 jetty. The reason is known, the depth of the pier sea depth only reaches six meters so it is inadequate for cruise ships leaning on the pier.

Inseparable Part

TNl soldiers from all three dimensions have even been included since the repatriation of 238 Indonesian citizens living in Wuhan City. Wuhan is the capital of Hubei, a province in central China, which became the initial epicenter of the coronavirus before it spread throughout the world.

WNI pickup events that occurred on February 1, 2020, or exactly a month before the government announced the first patient who contracted corona on March 2, 2020, then. The 238 quarantine process of the WNI from Wuhan also used facilities owned by the Air Force Base Raden Sadjad in Natuna, Riau Islands.

Since then TNI soldiers have become an inseparable part of handling the corona pandemic. Even President Joko Widodo appointed a three-star general from the TNI, namely Doni Monardo, as Head of the Task Force for the Acceleration of Covid-19 Handling on March 14, 2020. Doni himself was the Head of the National Disaster Management Agency (BNPB).

Cilangkap as the location of the TNI headquarters moved quickly. On March 23, 2020, the TNI leadership immediately formed four Integrated Joint Task Commands (Kogasgabpad) in four regions. The formation of the Kogasgabpad on March 23, 2020, involved the combined elements of the TNI-Polri, ministries, institutions, and volunteers led by the commander of the TNI’s main operational command (pangkotama ops).

The Kogasgabpad for handling Covid-19 was first led by Yudo Margono. A high-ranking four-star officer who is now serving as Navy Chief of Staff (KSAL). Yudo was previously the commander of the joint defense area I command (Pangkogabwilhan I). The position of Yudo himself is now replaced by Rear Admiral I Nyoman Gede Ariawan who was previously the Commander of Fleet III Command (Pangkoarmada II).

The four Kogasgabpad consist of Covid-19 Emergency Hospital Wisma Atlet Jakarta, led by the Military Commander. Then Kogasgabpad Natuna led by Pangkoopsau I, Kogasgabpad Sebaru Island led by Pangkoarmada I, and Kogasgabpad Special Hospital for Galang Island Infection led by Pangdam 1 Bukit Barisan.

Humanitarian Operations

TNI Commander in Chief Marshal Hadi Tjahjanto said the use of military force was carried out in the context of Military Operations Other Than War or OMSP for humanitarian assistance activities (civic mission). This is especially for the handling of natural disasters and refugees, disease outbreaks, search and rescue is search and rescue (SAR), and safeguarding shipping and aviation.

Specifically for the acceleration of the handling of the corona pandemic this time, three types of humanitarian operations were directly held by Cilangkap. Namely Medical Handling Operations, Security Operations, and Support Operations.

For Medical Treatment Operations, among others, preparing three TNI hospitals as the main reference site and 19 others as supporting references. Also, as many as 109 TNI hospitals across the country can be used as corona patient care hospitals.

In addition to holding onshore health facilities, the TNI also prepared KRI hospital ships Dr. Soeharso and KRI Semarang as well as five field hospitals from the TNI Health Battalion.

Related to Operation Safeguards in the context of accelerating the handling of Covid-19, the TNI conducted several activities such as securing land and sea borders by holding TNI territorial forces.

There are also the activities of deploying the main tools of the combined weapons system, namely warships and maritime patrol aircraft, territorial units, and border security. Where they help check the flow of people entering the port, airport, National Cross-border Post (PLBN), as well as overseeing mouse routes that can be used along the border with neighboring countries.

The TNI also secures logistical lines to ensure the security of the logistics chain, in this case, the distribution of Social Safety Nets, during the implementation of Large Scale Social Restrictions or PSBB in some provinces and districts/cities.

The TNI was also involved in securing PSBB which was carried out together with related agencies in the form of joint patrols to enforce PSBB rules and a ban on going home before Idul Fitri which was applied in the community.

For Support Operations, the Indonesian Air Force transport aircraft have also played a role in bringing medical equipment from the Chinese Government. The TNI also helped distribute medical equipment to various provinces using TNI transport planes and trucks.

Several TNI drones are also used to spray disinfectants into residential areas. The TNI also helped collect data from communities entitled to receive social assistance, assisted in the distribution of logistical assistance to people in need, and organized public kitchens throughout the TNI’s main operational area (Kotamaops) to assist the performance of the Co-19 Handling Acceleration Handling Task Force.

Especially in the PSBB transition phase as part of the new normal, as many as 20 thousand TNI soldiers have been deployed in 1,800 points to help secure public facilities such as shopping centers, markets, terminals, bus stops, and stations.

The government has prepared a budget of Rp. 3.2 trillion for the deployment of TNI troops to accelerate the handling of the corona pandemic for 150 days. The funds are also used to support the need for medical equipment for 109 TNI hospitals.

PCR and Ventilator Test

A significant role in the acceleration of the handling of the corona pandemic was also shown by the Indonesian Army. Army Chief of Staff General Andhika Perkasa ordered 68 heads of hospitals managed by the Army to immediately prepare analysts and land to build a Polymerse Chain Reaction (PCR) laboratory with robotic RNA extraction.

The 68 Army Hospitals consist of 63 Level II, III and IV Hospitals, and five aid hospitals. Specifically, the construction of the PCR laboratory will be carried out in stages, prioritizing the Covid-19 red zone area.

“This PCR laboratory will use robotic RNA extraction or by computer so that the need for analysts will be less,” said the man born in Bandung, December 21, 1964. The procurement of this PCR laboratory will not interfere with the existing room or building, because a building with level 3 biosafety criteria is needed.

Andika, who graduated from the 1987 Military Academy, also instructed the entire Head of Health of the Kodam (Kakesdam) to take advantage of conventional plasma therapy. Now, the therapy is being developed at the Gatot Subroto Army Hospital Central Jakarta and is expected to accelerate the handling of SARS COV-2 virus patients.

The acceleration of the handling of coronavirus patients was held in line with the increasing number of patients handled by each Army Hospital. It is known, in one of the Army Hospital, namely the Kesdam Jaya Hospital, that is now being treated for 793 corona patients, of which four are TNI soldiers.

Head of the Army Engineering Center, Maj. Gen. Mohammad Munib, said that he had prepared a laboratory design to be erected on an area of ​​5 × 10 meters. The negative pressure room and its HEPA filter are enough in the 3 × 3 meter room.

There is an insulating room at each entrance and exit of the building so that the virus does not come out of the laboratory room. The construction of the PCR laboratory was approved by the Task Force for the Acceleration of Covid-19 Handling.

KSAD Logistics Assistant Maj. Gen. Jani Iswanto said some of the materials had arrived, in the form of machines for PCR and extracts. Other ingredients will come gradually. The construction will be done by a vendor who has been appointed by the task force.

Previously the government had graduated from the Army Chief of Staff’s request that a clinical trial of a ventilator device made by PT Pindad be carried out throughout the Army Hospital.

However, only 10 Army Hospitals were allowed to test domestic-made equipment that has been recognized by the Ministry of Health. This ventilator device will then be an asset to the Army Hospital. One of the hospitals that will receive the Pindad ventilator is the Gatot Soebroto Army Hospital.
